Looking for a tutorial I got here but can't remember who by?

    Basically the tutorial was by a girl (no idea of her name) and she was using Photoshop to turn a photograph of a quaint street in the UK (possibly London) with lamp-posts into a work of art.

    Anyone any ideas who it might be?

    I think the artist was a girl in her mid twenties and she took the photograph of this London street and using photoshop brushes and selections turned it into a painterly slightly cartoonist painting....almost like a background for a Disney film.

    We already have the tutorial in PV Club I just can't remember the name of it....I have watched it maybe two years ago.

    I think it was on a drive that was defective so I don't have it anymore.
